10-Year LCI Update that refined the City of Holly Springs’ town center plans.
The plan made recommendations focused on increasing quality of design within the town center and in surrounding areas, guiding future development.
The City of Holly Springs has had a longstanding goal to create a vibrant, walkable new town center that reflects the heritage of the community and capitalizes on the substantial growth that is occurring in Holly Springs and the surrounding areas. Over the past decade, the City has acquired several key parcels, with the goal of assembling a site for mixed-use development, which could also accommodate a new City Hall and an outdoor civic/event space. In 2015, the City updated a master plan for its assembled holdings, to implement this vision for a new “downtown” Holly Springs. Through a collaborative process with the City and members of the community, the Project Team created a plan that:
- Uses existing conditions and other data to identify the City and LCI Study Area’s biggest challenges and opportunities;
- Lays out the goals for the next five years as it pertains to land use, transportation, economic development, and housing;
- Considers the local market and made recommendations around market realities;
- Makes design-focused recommendations to guide future development decisions
- beyond the LCI Study Area and five year planning period;
- Updates the current town center design to incorporate the new Industrial Connector; and
- Leverages around $26 million of city, state, federal, and private dollars to realize the City of Holly Springs’ vision of a Town Center.
With an intensive community input process, which included outreach at the City’s annual Autumn Fest, a Visioning Workshop, an involved Core Team, and direct collaboration with the master developer hired by the City, the 10-year update to the original LCI plan solidifies the City’s vision for the town center.
