Description:

As a subconsultant to Gresham Smith, TSW partnered with Gwinnett County to develop the Safe and Equitable Multimodal Access Study, a transformative initiative focused on enhancing transportation connectivity, land use planning, and community development across three key Livable Centers Initiative (LCI) areas in Southwest Gwinnett. This forward-thinking study established a clear and actionable vision for each district, emphasizing equitable access and community-driven solutions to improve mobility for pedestrians, cyclists, and transit users.

The planning process was deeply rooted in public engagement, incorporating a variety of outreach methods such as community workshops, stakeholder meetings, pop-up events, and surveys. These efforts ensured that the voices of residents and local stakeholders were central to shaping the study’s recommendations and priorities.

For LCI Area 1, the study delivered comprehensive multimodal corridor concepts, placemaking strategies, and transportation cost estimates to guide future infrastructure investments. In LCI Areas 2 and 3, the focus shifted to urban design frameworks, catalytic site redevelopment, housing strategies, and zoning updates—all tailored to support long-term, sustainable growth and economic vitality.

A key outcome of the study was the creation of a 100-Day Action Plan, which outlines immediate, short-term, and long-term strategies for implementation. This plan includes prioritized transportation projects, housing recommendations, and economic development initiatives, each supported by clear timelines, cost estimates, and designated responsible parties to ensure feasibility and accountability.

By integrating land use planning with multimodal transportation and community development, the Safe and Equitable Multimodal Access Study sets a new standard for inclusive, strategic growth in Gwinnett County. It serves as a blueprint for creating safer, more connected, and more equitable communities across the region.
