The Town of Tyrone Town Center Streetscape & Mobility Study Livable Centers Initiative was led by TSW, who were retained by the Town of Tyrone to develop a detailed Livable Centers Initiative (LCI) study focusing on creative placemaking, streetscape design, and the integration of smart technology within the Town Center District. The study builds on the recommendations of the 2021 Envision Tyrone Town Center Plan, the 2017 Comprehensive Plan, and other relevant transportation studies. Its purpose is to explore opportunities for enhancing multi-modal transportation—encouraging pedestrian, bicycle, and golf cart use—while also advancing placemaking strategies such as public art, gateway and wayfinding signage, and upgraded streetscape treatments. Additionally, the plan identifies infrastructure improvements to support electric vehicles and other emerging technologies.
The study began with a comprehensive existing conditions assessment, which analyzed current land use and transportation patterns, environmental constraints, and key urban design elements. This baseline analysis helped the team better understand the existing built environment and identify both opportunities and challenges for future physical and regulatory improvements.
TSW emphasized community engagement throughout the planning process by using a range of tools and activities designed to inform and involve residents and stakeholders. Outreach efforts explained the goals and purpose of the study, invited ideas, and encouraged public feedback on draft concepts and recommendations. Key engagement activities included coordination with a Project Advisory Group, distribution of an online survey, multiple public meetings and pop-up events at a local park, and the creation of marketing materials such as flyers, business cards, and social media posts. The result is a study rooted in local insight and priorities, providing Tyrone with an actionable roadmap for transforming the Town Center into a more vibrant, walkable, and connected place.

Building on the established goals, TSW developed an overall concept plan for the study area and detailed design for focus areas. The study is organized into four sections: focus area recommendations, green infrastructure, creative placemaking, and street lighting. Each project and policy recommendation supports the study’s goals and includes proposed elements, streetscapes, visioning renderings, descriptions, and implementation guidance.
